RMKS/1. 聽This NAVADMIN announces the guidance for the administration聽
of the fall 2021 (cycle 109) Navy-wide Advancement Exam (NWAE) for聽
Selected Reserve (SELRES) Sailors in paygrades E-5 through E-6 and聽
E-4 Prior Service Reenlistment Eligibility Reserve (PRISE-R)聽
candidates and the use of an alternative final multiple score (FMS)聽
rank-order method without an exam for all other E-4 advancement聽
candidates. 聽As a continued safety measure during the coronavirus聽
disease 2019 (COVID-19) outbreak, E-4 exams (with the exception of聽
PRISE-R) have been cancelled and an expanded testing window has been聽
established for E-4 PRISE-R, E-5 and E-6 candidates. 聽These expanded聽
testing windows will allow for smaller groups of test takers to聽
ensure adequate social distancing can be maintained between exam-聽
takers at testing facilities, while maintaining the high standards聽
and continued culture of learning that drives our enlisted聽
advancement system. 聽All candidates serving on voluntary recall,聽
mobilization or as Canvasser Recruiters (CANREC) will compete for聽
advancement as a SELRES.聽
聽
2. 聽Timeline聽
聽 聽 a. 聽30 June 2021: 聽Professional Military Knowledge - Eligibility聽
Exam (PMK-EE) completion deadline.聽
聽 聽 b. 聽1 August 2021 - 12 September 2021: 聽E-4 PRISE-R, E-5 and E-6聽
exam administration.聽
聽 聽 c. 聽31 August 2021: 聽E-4 Enlisted advancement worksheet (EAW)聽
completion due date. 聽E-4 (with the exception of PRISE-R) exams聽
are cancelled, but EAWs must still be completed by this date.聽
Only exception is that EAW completion date for E-4 PRISE-R聽
candidates can be submitted by 30 Sep 2021 if their exam date聽
occurs 1-12 September 2021.聽
聽 聽 d. 聽30 September 2021: 聽E-5/6 EAW completion due date.聽
聽
3. 聽Eligibility Requirements. 聽For all E-4 through E-6 candidates,聽
eligibility requirements are found in chapter 2 of reference (a),聽
with the following information specific only to cycle 109:聽
聽 聽 a. 聽The terminal eligibility date used to compute time-in-rate聽
(TIR) for E-4 through E-6 is 1 January 2022.聽
聽 聽 b. 聽The minimum TIR date must be on or before:聽
聽 聽 聽 聽 (1) E-6 - 1 January 2019聽
聽 聽 聽 聽 (2) E-5 - 1 January 2021聽
聽 聽 聽 聽 (3) E-4 - 1 July 2021聽
聽 聽 c. 聽E-6 candidate TIR requirements for early promote Sailors can聽
be waived by one year with commanding officer (CO)/officer-in-charge聽
(OIC) approval, in line with paragraph 214 of reference (a).聽
聽 聽 d. 聽High-year tenure (HYT) date for E-4 through E-6 must be聽
effective 1 January 2022, or later. 聽Any HYT waiver must be approved聽
prior to 1 August 2021 to be able to participate in cycle 109.聽
聽 聽 e. 聽Candidates who have submitted a formal written request for聽
voluntary transfer to the retired reserve (with or without pay) or聽
Fleet Reserve on a date prior to their mandated HYT are ineligible聽
for advancement.聽
聽 聽 f. 聽Candidates in a rating requiring a security clearance must聽
have a favorable investigation adjudication by the Department of聽
Defense Central Adjudication Facility reflected properly in the聽
Defense Information System for Security (DISS) prior to 1 August聽
2021. 聽If the CO of the candidate grants an interim clearance, it聽
must be entered in DISS prior to 1 August 2021. 聽Candidates must聽
maintain security clearance eligibility throughout the advancement聽
cycle to be eligible for advancement. 聽If, for any reason, a聽
clearance is denied, revoked or not reflected in DISS, an exam is聽
not authorized and commands will not allow candidates to take the聽
exam until the discrepancy is corrected or a new clearance is聽
granted and is properly reflected in the candidates EAW. 聽Ratings聽
requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO,聽
AWR, AWS, AZ, CTI, CTN, CTR, CTT, EOD, ET, ETV, FC, FCA, GM, HT, IS,聽
IT, ITS, LN, MA, MC, MMA, TM, MN, ND, OS, QM, SB, SO, STG, STS and聽
YN. 聽Refer to references (a) and (b) for additional guidance.聽
聽 聽 g. 聽Branch class and special program indicator (SPI) code. 聽All聽
SELRES including CANREC are required to take the cycle 109 SELRES聽
NWAE. 聽Full-Time Support Personnel with a SPI code of V will take聽
cycle 252 (E-4 through E-6) Active-Duty NWAEs.聽
聽 聽 h. 聽PRISE-R Sailors required to participate in the NWAE to聽
complete their rate conversion are only required to complete the聽
PMK-EE if they are an E-3 and are eligible for advancement in聽
conjunction with testing to complete rate conversion.聽
聽 聽 i. 聽For candidates eligible for advancement to E-4 and E-5,聽
compute performance mark average (PMA) using all applicable聽
evaluations in the current pay grade of the candidate with an ending聽
date that falls within the following periods:聽
聽 聽 聽 聽 (1) E-4 - 1 January 2021 to 31 July 2021聽
聽 聽 聽 聽 (2) E-5 - 1 June 2020 to 31 July 2021聽
聽 聽 j. 聽For candidates eligible for advancement to E-6, calculate聽
the reporting seniors cumulative average (RSCA) PMA, as outlined in聽
reference (c), using evaluations in the current paygrade of the聽
candidate with the ending date that falls within the time period 1聽
August 2018 to 31 July 2021.聽
聽 聽 k. 聽Refer to reference (c) and paragraph 308 of reference (a)聽
for additional guidance on RSCA PMA and PMA including guidance on聽
establishing PMA for new accessions that have graduated from *A*聽
school and do not have a current evaluation.聽
聽 聽 l. 聽For guidance on establishing EAW user roles and completing聽
worksheets, refer to reference (d). 聽EAW is mandatory for cycle 109聽
and will be the authority for PMA, RSCA PMA and awards.聽
聽 聽 m. 聽PMK-EE is mandatory for cycle 109 candidates, even if no聽
NWAE is being administered, and must be successfully completed once聽
for the administration paygrade. 聽The PMK-EE completion deadline is聽
30 June 2021, in accordance with reference (e). 聽No Sailor should be聽
permitted to participate in the advancement cycle without having a聽
completed PMK-EE for the administration paygrade captured in EAW.聽
聽 聽 n. 聽Commands must accurately validate, complete and finalize all聽
E-4 EAWs in the Navy Standard Integrated Personnel System. 聽EAW聽
accuracy is critical since Navy Enlisted Advancement System (NEAS)聽
will be reprogrammed to use finalized EAWs rather than the candidate聽
exam answer sheets to create E-4 candidate records. 聽The success of聽
this process will be dependent upon the accurate completion of E-4聽
EAWs to establish advancement cycle participation. 聽Cycle 109 E-4聽
EAWs must be completed by 31 August 2021.聽
聽
4. 聽Exam ordering. 聽Order exams in line with chapter 4 of reference聽
(a).聽
聽 聽 a. 聽Deploying commands and candidates departing to聽
Congressionally-Designated Combat Zones and Approved Contingency聽
Operations Areas (CDCZ/ACOA) can order exams up to six months prior聽
to the scheduled exam date. 聽For additional guidance, refer to聽
chapter 4 and paragraph 614 of reference (a).聽
聽 聽 b. 聽Sensitive compartmented information (SCI) exams.聽
Cryptologic Technician Interpretive (CTI), Cryptologic Technician聽
Networks (CTN) and Cryptologic Technician Collection (CTR) SCI exam聽
ordering dates can be found on the NEAS website via MyNavy Portal at聽
https://www.mnp.navy.mil/group/advancement-and-promotion/my-
advancement. 聽Educational Services Officers (ESOs) must verify聽
initial TIR eligibility lists on the NEAS website for exam ordering.聽
Supplemental SCI exams are ordered via preferred message formatted聽
e-mail to sfly_cryptologic.products(at)navy.mil or naval message聽
following the guidelines with chapter 4 of reference (a). 聽The聽
deadline for additional orders is 9 June 2021.聽
聽 聽 c. 聽Non-SCI Exams聽
聽 聽 聽 聽 (1) Initial exam ordering for non-SCI exams will be聽
available from 8 June through 27 June 2021. 聽ESOs must verify TIR聽
eligibility lists on the NEAS website.聽
聽 聽 聽 聽 (2) Eligible candidates who were not added to the initial聽
TIR list can be added to a supplemental TIR list. 聽Supplemental TIR聽
lists will be available from 21 June 2021 to 11 July 2021. 聽The聽
deadline to order supplemental SELRES exams is 31 August 2021.聽
聽 聽 d. 聽Exams ordered after the TIR lists have closed and exams for聽
PRISE-R Sailors shall be ordered using preferred message formatted聽
e-mail or naval message following the guidelines in chapter 4 of聽
reference (a). 聽Ensure a point of contact is included in the聽
submitted e-mail or message.聽
聽 聽 e. 聽Exams for CDCZ/ACOA Sailors or recalled reservists will be聽
ordered by the command holding the service record of the Service聽
member. 聽Authority is granted for these candidates to be聽
administered exams with the Active-Duty exam administration.聽
However, all SELRES including CANREC candidates are still required聽
to take the cycle 109 SELRES exam and not the cycle 252 (E-4 through聽
E-6) Active-Duty exam.聽
聽 聽 f. 聽When an exam is not used during the normally scheduled聽
event, do not destroy the exam prior to 1 October 2021.聽
聽 聽 g. 聽Cycle 109 exams should only be administered from 1 August聽
through 12 September. 聽Refer to paragraphs 4.g.(1) and 4.g.(2) below聽
for requests to retain exams for late administration on the next聽
drill weekend in September 2021. 聽Approved late administrations must聽
be administered prior to 1 October 2021.聽
聽 聽 聽 聽 (1) Since SELRES may take the NWAE anytime from 1 August聽
through 12 September, Annual Training (AT) and Additional Duty for聽
Training (ADT) orders are not a valid reason for Sailors to take the聽
late administration. 聽ESOs shall ensure that Sailors take the NWAE聽
prior to going on AT/ADT orders or when Sailors return from their聽
AT/ADT. 聽If a Sailor will be on AT/ADT during the entire time of the聽
scheduled advancement exam, then the ESO shall coordinate with the聽
gaining command to forward the Sailors exam and EAW.聽
聽 聽 聽 聽 (2) Naval Education and Training Professional Development聽
Center (NETPDC) (N321) has the final approval for all late聽
administration requests, but all SELRES late administration requests聽
must come through the Navy Reserve Force ESOs prior to contacting聽
NETPDC. 聽The Command ESO must e-mail the Navy Reserve Force ESOs at聽
CNRFC_Reserve_Forces_ESO(at)navy.mil and carbon copy their Immediate聽
Superior in Command ESOs for validation of their late administration聽
request. 聽Once the Reserve Force ESOs validate the reason of the聽
request, the command ESO will request approval from NETPDC to allow聽
the Sailor to take the late exam. 聽A request for approval from聽
NETPDC must be submitted with justification via e-mail to聽
sfly_N321_exam_order(at)navy.mil for permission to retain exams for聽
late administration on the next drill weekend in September 2021.聽
Ensure the reason for a requested delay is included.聽
聽 聽 h. 聽ESOs must verify the exam orders at the *View Previous Exam聽
Orders* link via the NEAS website within 7 to 10 days of placing the聽
order. 聽If exam order discrepancies are noted, contact NETPDC聽
(N321) as listed on the NEAS website at NETPDC (N321) Point of聽
Contact Table.聽
聽
5. 聽Exam administration and answer sheet returns聽
聽 聽 a. 聽SELRES E-5 through E-6 and E-4 PRISE-R exam administrations聽
will occur from 1 August through 12 September 2021. 聽Administration聽
for all late exam administrations will follow guidelines in聽
references (a) and (b).聽
聽 聽 b. 聽Every effort should be made to spread the administration of聽
the exams evenly throughout the exam administration period, in order聽
to minimize the number of exam-takers at any one administration to聽
ensure maximum social distancing.聽
聽 聽 c. 聽All commands should develop a plan to meet COVID-19聽
mitigations. 聽Every effort should be made to ensure appropriate聽
COVID-19 mitigation measures are in place, to include, but not聽
limited to, face coverings if not fully immunized (two weeks聽
beyond final dose), adequate social distancing, available hand聽
sanitizer, medical (questionnaire) screenings and temperature聽
checks.聽
聽 聽 d. 聽Following the administration of exams, it is critical that聽
ESOs expeditiously mail in answer sheet packages to NETPDC (N321).聽
Do not hold exams until the end of the testing window. 聽Prompt聽
return of answer sheets will help ensure results are released in a聽
timely manner. 聽For answer sheet return instructions, refer to聽
chapter 6 of reference (a).聽
聽 聽 e. 聽ESOs must check the exam tote board on the NEAS website聽
often to ensure answer sheets have been received and processed.聽
Answer sheets that are in error will not be counted until they are聽
processed successfully.聽
聽 聽 f. 聽All candidates serving on voluntary recall, mobilization or聽
as CANREC will compete for advancement as a SELRES and participate聽
in this advancement cycle.聽
聽
6. 聽Discrepancy Correction聽
聽 聽 a. 聽A detailed discrepancy list can be found at the NEAS website聽
via MyNavy Portal. 聽For guidance on discrepancy correction聽
requirements, refer to chapters 3 and 7 of reference (a).聽
聽 聽 b. 聽Post-exam administration discrepancy correction聽
correspondence with NETPDC (N321) is to be submitted using the EAW聽
post-exam administration comments (PAC) function, refer to reference聽
(e). 聽All corrections must have CO/OIC letter and supporting聽
documentation included as attachments. 聽Education point corrections聽
require a submission of a screen shot of the joint service聽
transcript display indicating the degree type and date of聽
completion.聽
聽 聽 c. 聽For guidance on E-4 through E-6 candidates with missed exams聽
due to assignment in CDCZ/ACOA, refer to chapter 6 of reference (a).聽
聽
7. 聽Examination results. 聽Refer to chapter 7 of reference (a).聽
